TILMAN BRÜCK is Head of the Department of Development and Security at DIW Berlin (German Institute for Economic Research) and Professor of Development Economics at Humboldt-University of Berlin, Germany. His research interests include the economics of household behavior and well-being in transition and developing countries and the economics of conflict, terrorism and insecurity. HARTMUT LEHMANN is Professor of Economic Policy in the Department of Economics at the University of Bologna, Italy, and Program Director at the Institute for the Study of Labor (IZA) in Bonn, Germany. He has been consultant to the ILO, OECD and UNDP and is currently senior consultant to the World Bank.
